Countering the insurgency and adapting Afghan military and security forces to pacify the situation is  still the most critical challenge Afghans face in the post-Taliban  phase of development.

At this stage of nation building, the military must be involved in order to ensure security.  The minimum requirement of any state is that it must ensure its citizens security.
